ADVCash and then what? You can't spend roubles directly from ADVCash, amount is too large. And you can't withdraw it to russian-issued bank card for the same reason, you'll be immediately reported to authorities.

My ADVCash has a roubles card, I ordered it just for novelty.

Otherwise it's not a problem at all. There are plenty of providers who can exchange USDT to bank wire for example. No need to seek them in some unusual places

In Russia there is special exchanges aggregator site, you can choose best rate and get any cash amount.

Advcash is good. They do provide cash and bank transfer in Rubles.
Another could be WebMoney. ( no USDT there - They do support BTC )
and same for Webmoney - cash, bank
