Paraguay is a decent hedge against a messy future. But like with any hedge, it depends on what you already hold.
If you’re Argentinian, a Paraguayan passport adds almost nothing - same region, same risks.
If you’re American or European, it’s different. Then Paraguay gives you a second base outside the usual alliances.
Not on blacklists or greylists. Not a small island. Not a well-known CBI destination (bc it is not).
Why is Paraguay not popular for passports? The simple answer is. They are not handing out passports like candy. The rules are quite strict, and in many cases, people are being turned down even when meeting the paper criteria.
Rulebook says: 2y temp → 3y perm → then you can apply. That’s 5 years total.
During those 3 perm years you actually need to live there.
Plus: language test, background check, neighbors asked about you.
And even then… rejection is possible.

- After two years, upgrade to Permanent residency.
- Follow the path for permanent residents.

- Commit to invest 80.000 USD in a real business and create 5 full-time jobs.
- Get Permanent Residency directly.
- Apply after 6 months.
- Estimated time saved: 4.5 YEARS.
- Only 3 visits. Permanent residency. Language test. Passport application.
- The cost of the passport will already be included in the investment of 80.000 into the business. We will charge it as consultation costs for the business.
- Your only additional cost will be our fee for Permanent Residency + opening a company.
We will create and manage a business until you land your passport. We have a deal for this case with a small local franchise (a small cafeteria). If the business is profitable enough, we can manage it for a fee even after you obtain the passport. Of course, there is always an option to close it down.
