Cheapest solution for Dubai visa ?

Hello, I'm looking for the cheapest solution for an European individual to get a resident visa in Dubai.
I've asked to add a 3rd visa slot to my Fujairah company and I was asked 11.000 aed (because my “package” had only 2 visa slots) + the visa cost ”¦ unbelievable

Can someone suggest a solution?
