The solution is to cure the root of the problem, which means dismantling the EU.
A less utopian solution is to make Ceuta a Spanish Crown Dependency on the Channel Islands model, fully self governing under the Spanish Crown. Outside the Spanish state and the EU. Complete fiscal autonomy, zero personal income tax, zero corporate tax, zero capital gains.
Own legislature, own executive, own immigration law, own courts. Spain retains only defense and high level foreign affairs by agreement.
Immigration becomes a purely local decision. No EU rules, no automatic path into Schengen, no Spanish welfare. Returns negotiated directly with origin countries.
Revenue comes from port fees, company registration, financial licenses and selective residency. The territory funds itself or fails. No Madrid transfers.
Ceuta already sits outside the EU customs territory and VAT area. Removing residual Spanish taxation turns it into a Mediterranean freeport and capital platform with a deep water port, bilingual capacity, and proximity to both continents.
Same structure that has worked for Jersey, Guernsey, Gibraltar, Monaco and Andorra: control the rules, keep the surplus, attract capital and talent.
