Let's say I see a car from the Isle of Man or Jersey or the UK. How do I find out what company that car is registered under?

For UK you can write to the DVLA but you need a 'reasonable cause', e.g. say you want to find out who was responsible for a hit and run accident

Request information about a vehicle or its registered keeper from DVLA
