can I make an offshore bank account without a company?

You can open a private bank account in Cyprus which can be considered a offshore‌ bank account.

The same goes for Euro Pacific Bank.

It's not easy to open a real offshore bank, this apply for any bank around‌ the globe! You will have to provide KYC documents, CV, business description or business profile‍ without that you won't get anywhere!
