What would be the best brokerage account for trading assets like bonds and stocks ? E.g. to buy Russian bonds nominated in $

It needs to be in neutral jurisdiction...

Aint much neutrality in this game any more. Even Singapore and Switzerland proved that sadly with joining on sanctions on Russia.
