Best US sim card for a 365 day phone number

I am looking for an equivalent of the European prepaid but for the US. Package where everything is paid per unit sms, call, data etc.. Usually 10-20€ per year is enough to keep the number.

All the plans I've found require monthly payments or the number is lost.

I don't want a virtual number, only with sim card.

Cheapest I know of is Tello

do they work abroad?
if I order them to my freight forwarder and try to activate it in my country of residence, will it work?

Thanks I will try Tello but I ses they di not support roaming so it will need wifi for receiving call and sms. Roaming is not very popular in the us or it need a big plan at 25/50$
