Best offshore bank account interest rates ?

Interest rates these days are very low (ECB one is negative), so there is no reason a business will need to pay 4-5% to random people when it can raise money from banks\bonds at a cheaper rate. Unless it's a scam or the business is shady and unbankable.
You're telling me that the chairman of mgmt board of Tallinn Airport can't raise money from any Estonian banks at a rate lower than 4%? Unbelievable. This bank will probably go the way of Diament bank- one day︀ you will login and see a page from the authorities.
