Best jurisdiction for VPN business?

Simple question: what would be the best jurisdiction for a company providing VPN services?

I'd like to use PayPal, Stripe and maybe some other payment providers.

So you will need to figure out which "low tax" hurisdictions support paypal and stripe‌ first and then setup the company.

To give a starting point I say, Georgia, Cyprus,‍ Malta & UK - what exactly do you require for your VPN service?

The main requirement‍ is that I don't want to keep any data about my customers. UK looks like⁠ a good option, I could also get a local bank account and it would work⁤ with PayPal/Stripe. CFC is a non-issue for me.

Btw I would do it through my⁣ local company but I would have to keep customer info in regards to invoices which⁢ is obviously not an option for a reputable VPN company.

Any other options?

Actually Ireland would be better because of data retention laws (or lack thereof, due to‌ EU).
