which is the best broker for Dubai residents? Apart vom Interactive Brokers. Any good or negative experiences ?

Second vote for swissquote. Easy onboarding and debit card makes it useful for using as a spare bank account too.

Is the opening procedure similar to IBKR at Saxo Bank and SwissQuote? That is online application, bank statement as proof of address? If I don't order a card, will I need to receive any mail?

From memory it was online form then video chat. Had to send a few AML KYC docs like bank statement and I think my ejari and that was it. I got the card but other than that zero physical mail as everything is online and communication is by email.
