The bank needs to be in Belize and not in another offshore jurisdiction.

They don't expired, it seems that the user just don't like the jurisdiction and posted garbage here. Belize is a great and valid offshore jurisdiction as goes for online business.

all the carribean banks suck

You could bank in Cyprus, Mauritius and even in Latvia. It depends very much on what is it you require and what your goals are.
