These people live in EU, right? They need to pay for rent, utilities and food. How⁢ are they going to pay if they can't have a EU bank account? Doesn't make︀ sense

You have some serious problems if your rent, utilities, and food cost more than 100,000‌ EUR.

If you have a valid EU residence permit, you always qualify for a basic‍ account. If you have a valid EU residence permit, you always qualify for a basic account. Not all banks have to open them, there are some local laws which typically⁤ only require the biggest banks to offer it. Opening a basic bank account within the⁣ EU - Your Europe

So you can have a basic⁢ bank account but you can't keep more than 100,000 EUR in it if you're Russian.︀ What if you need to keep more money there (or in EU) because you don't︁ trust Russian banks since there's war?

Then bank somewhere else,‍ where Russians are welcome.

At the moment, that seems to primarily be Kazakhstan.

As a first step. Then, there are numerous‍ countries in Asia where they are treated very well. Also, central and South America. As an example, they are receiving a 4 year temporary residence in Mexico that leads to⁤ permanent residence just for asking. Unless someone is interested in welfare, there is no reason⁣ for Russians to even consider Europe now.

That makes no sense. Why wouldn't Russians want‍ to have a EU citizenship and passport?
Sanctions on them are not going anywhere maybe for decades. With EU citizenship they'll become sanction-proof

Banks in South America︀ aren't safe enough if you want to trust them with your life savings, are they?︁ I don't know enough about Asia. Do you know any trustworthy banks/countries there?
If you︂ have millions, I'm sure you have more options like Singapore, so lets assume you don't︃ have millions

singapore is not accepting russians forget about it , the best alternative at the moment‌ i think is mexico, forget dubai russian with funds in dubai sre the next target‍ is clear

You can open personal bank account in some Turkish banks if you come to Turkey‌ in person.

First you need to apply for Turkish Tax number online here:
https://ivd.gib.gov.tr/tvd_side/mai...926bc259dbc75e39dd8e202535fd70a7098396c74a6f7
Go to "Application for non citizens potential tax number"
In the "address" field you can fill‍ in address of your hotel in Turkey and that won't be a problem.
In the "parents" field fill in first names of your parents
In the "passport number" field fill⁤ in the number of passport which you used to cross Turkish border.

After you get⁣ Turkish Tax number print it out and then you need to make a notarised translation⁢ of your local Russian passport. Don't confuse it with international passport which you use for︀ travelling outside of Russia. You need to translate your local Russian passport.

Then you need︁ to go to bank in person to apply for personal bank account. One of the︂ banks which accept s Russians is Denizbank branch in Antalya. You have to deposit some︃ cash to open account on the same day and the whole process takes less than︄ 1 hour. To save some time you can download MobilDeniz app in advance to use︅ your internet bank immeditaely. Debit card will be ready in 3 working days.

You can︆ replenish your bank account from any Russian bank which doesn;t fall under sanctions.

Hope it︇ helps.
Enjoy.
