Bank account in Dominica with IBAN

I have $4,000 USD locked in one of my Adsense accounts and because the account‌ was setup in Dominica at the time I can only withdraw it to a Dominican‍ Bank account that supports USD.

What are my options?

Whats the restriction SWIFT code or just bank must be in country etc?

Already opened with them, but they only accept crypto deposits for non corporate accounts.

@The Kingdom wants 4,000€ for the application fee, that's too much for me.
nbdominica might‌ work, but the application process is quite complicated.
I guess, my best option, would be‍ to travel to Dominica and open the bank account there, then use the money to⁠ pay for a very nice vacation.
