might incorporate UK LTD if needed whereby St Lucia be a 100% shareholder if that helps at all

Usually EU companies are required as "Payment agents" of an offshore license holding companies. In your case, you operate with legal opinion only and a EU entity will not help. there are enough EMIs with high risk appetite that will accept St. Lucia company.
