I would like to reopen this thread and see if anything useful comes up.

I have one million euros to invest in an investment firm. From what I can see,‌ it is possible to establish one yourself and apply for a license. Is it possible‍ to hire people to manage such a firm and only oversee the company at a⁠ high level? The operations would then be left to specialists who have the expertise.

Or is this entirely the wrong approach?
