Now the registration threshold is 100000 BGN (51129 EUR). To avoid registration, you must be under this threshold and not do anything with EU companies/persons - neither buying services/goods nor offering them. Then you don't need to register.
Doesn't the EU website say that:

1) Charging someone for VAT (A) and registering as a VAT payee (B) are two different issues.︀ B is a prerequisite for A but does not imply A. So @nov111 is correct︁ (EU companies/persons is to be understood as NON BG EU companies/persons).
