Are there EU banks or EMIs that pass ECB rates to saving accounts?

I'm surprised that saving account rates are so low in most EU banks. It feels like cartel conspiracy to get the bankers rich and their clients poor.
What EU banks or EMIs pass ECB rates to saving accounts?

Not EU but HSBC Jersey are always quick to pass on the new rates.‍

Wait until August 2nd when ECB 3.75% deposit rate becomes active.
