to whom does fatca apply to? i thought it would only apply to legal permanent residents of the united states and american citizens? what if someone lives all the way in egypt and they have never been to the united states? will it apply to them? when do offshore banks apply fatca to non american citizens who live outside of the united states? can anyone please tell me. thank you.
