No residency = no banking.
Ukrainians are welcome with open arms with practically every Lithuanian EMI, and many other EMIs in EU/EEA. I believe some even offer discounted rates for Ukrainians.

Maybe some EMI from Hong Kong or UAE ? In europe it will be difficult

Regarding personal banking at B&M banks, Cambodia, Thailand, Vietnam also possible in my limited experience. Cambodia was the easiest, most approachable, and flexible in my experience last year 2023Q1, but it's still Cambodia. Vietnam practically only good for domestic use, it seems.Clearsky Network said:

Why add Ukrainians if you are mainly interested in Russians? Everyone know by now that Russians are not welcome in the EU with exception of those who hold residence permits. Ukrainians on the contrary are accepted virtually everywhere in the EU/EEA.
