Has a tech history for example to buy a kind of tool they require a company with tech or security history.

Sounds like you want to acquire an actual company instead of just an off the shelve LLC? There's a big difference between the two, mostly that the ready made to be sold LLCs don't have any trading history (and you likely wouldn't want to purchase one that does due to the possibility of outstanding invoices, fines, etc.)

No one will sell a profitable company, there is always a reason, maybe I didn't explain it well enough.

I live in the EU and I know there is no LLC. So I meant equivalent of LLC like. Sarl. SL. LTD etc..

There’s no exact equivalent. But I suppose you want a company limited by shares.
Next question is where, because the EU is not a homogenous entity.

Are you talking like an EUC, a US Section 2 grandfather, ACE exception under Wassenaar implementation?

Anyone can set up LLC in the US, that is not an issue. The problem is to be able to open a bank account. If you want to buy an existing LLC and hope to get their bank accounts, please expect as a minimum a personal interview with the bank (I am just going through this process myself for my client). You will also need an ITIN - Individual taxpayer identification number (ITIN) | Internal Revenue Service. Also if you plan on doing business within the US, do not open a Wyoming LLC as it likely will have no standing in the other 49 states. Wyoming LLC has its uses, but not when you try to do a business in the US. Hope this helps.

It sounds like he needs a company with a preexisting specific authorization or with sufficient history to apply for a specific authorization and have a chance of it being granted. Without further details, which he may not want to give, it’s hard to tell exactly what would fit the bill.
