Yes. No special bank. But with multi-currency and debit card.

All banks in Serbia offer that. RSD, EUR, USD can generaly open any bank. Then‌ on request some banks can open RUB balance as well (API Bank probably)

Debit card‍ Dina ( Serbian card ), Visa or Mastercard.

Can you open an account with personal visit‍ to Serbia, without an address in the country?
