About the expensive flights to Tallinn:
For that, you can basically buy a plane ticket to Riga (Latvia) by Air Baltic or any cheaper one buy a bus ticket from Riga to Tallinn for starting from 5 Euro.

And there are cheap enough rooms or houses that you can rent though AirBNB instead of renting a room in a hotel.

Did you try this service provider @Kuradilammas ? It looks to me like a great alternative for Bulgarian, Cyprus and Malta, what's your thoughts?
