The thing is, exactly like @ecool explained, this is actually a real certificate. It's just the doctor will flush the jab down the drain instead of injecting it into your arm. Other than that everything is legit and entered into the system. We're talking about poor non-developed countries...- skinner

Try non-EU eastern european countries. I was talking to a friend who lives there a few days back, and he said he got a fake cert for around €50. He did say though that as the risks for these doctors are growing, so will the price.- skinner

They were pretty much the first ones to join in, back in 2018. But this "some local Russian law overruling the international commitment" thing does not sound unrealistic :D I would be very interested to learn more about this local law you're mentioning.
