It highly depends on a setup and a country. In some countries I would like to live, in others I would like to maintain a paper tax residence only. Best case scenario it should be non CFC privacy friendly country, but a low personal income tax is a priority.

Georgia - probably doesn't tax foreign earned income, but further investigation needed
Romania - 10% tax
Bulgaria - 10% tax
Czech republic 12-13% effective tax, 80k € limit
UAE - no tax, but flat fee, difficulties in...

Having a tax residence depends on your passport country, do you need to show them you are a tax resident in another country or not.
The lawyers are not wizards. In case of Cyprus some rules are not being enforced at the moment, but that doesn't make them reliable. I haven't heard of any options to live in Cyprus tax free legally in 2020. It refers to any other EU country as well.
