The only stumbling block is passing a "substance test" of the host country where the company is based. Lowest I know is Bulgaria at 10%

5% - Canary Island (if you keep employees there)
0% - Ireland for the first three years (if you keep employees there)
6.25 % - Ireland if you register a patent
2% - Cyprus if you register a software

I'm sure there's much more, but these are the ones I know.
