The visa or residence permit needs to be renewed every year, but it's a fast and (for Dubai) inexpensive process to renew it.
In the 4k to 5k USD range Id say. Remote worker is only about 1200 AED which is about 330 USD. Plus health insurance, but there are very cheap health insurance offers in the UAE.
I think the 30% is if you have a local company. if you have a foreign company it can be zero I believe, but I not sure about PE rules on Malta. I just have an acquaintance there who is non dom and paying zero tax, but not sure about the details. I have to do more research on Malta!
For remote worker in Dubai, best to do it yourself, there is good information, and Dubai government staff are very helpful at least in person. Online government help is so so though, and the first step is online and a bit confusing, but manageable - look at the link to that reddit thread above.
