Avoid registering for VAT?

Hi,

I plan to open a company for a client in Bulgaria. Threshold is around 25K there. B2B only.

Goods from outside of EU. Services is like repair.

If he doesn't buy goods / services from EU, he doesn't have to register?
 
Now the registration threshold is 100000 BGN (51129 EUR). To avoid registration, you must be under this threshold and not do anything with EU companies/persons - neither buying services/goods nor offering them. Then you don't need to register.

1) Charging someone for VAT (A) and registering as a VAT payee (B) are two different issues. B is a prerequisite for A but does not imply A. So @nov111 is correct (EU companies/persons is to be understood as NON BG EU companies/persons).
(So, it is unclear what you want to avoid, in fact ”“ a registration for VAT or paying VAT?)
