remote formation of non resident company + utility bill + paypal business account + bank account - is it possible?

looking to open REMOTELY:
non resident company + utility bill + paypal business account + bank account (not EMI)

i dont care which country as long as all above are rules are met.

is this even possible these days?

You can do it with a UK Ltd for example.

You can open a new company in Romania, and also a bank account. Everything remotely. It is an European country, which is subject to European rules.

Note on Romanian companies, funny as it may sound (not sure if it changed lately) but when you take dividends you have 8% tax and if you are not employed in Romania you may be forced to pay the minimum healthcare and unemployment contributions. Expect ANAF to ask you questions about what they think you may have not paid (or are trying to go fishing for more money) 3-5 years later.
