What will be the best available building for buy ?
Not renting.

You need to clarify what kind of people you want to hire and where if they have to commute and roughly outline operations etc.
It is not so cool if your office is close to Emirates towers but your staff commutes daily from Marina or your office is in Marina and all your staff have to come down there from Deira etc, same if you will have walk-in customers...

Can ifza company open office in marina also?? Is it allowed?? For information technology company.

Yes - we have our Office in Marina Plaza Tower which is based in Marina - next to Dubai Marina Mall.
