They do but holding the ARS through Argentina banks...

Actually such schemes works like:
You are paid in an account that the Uruguay banks have in Argentina.
Like most people don't want ARS, there are exchanged for USD using the free market price (dolar BROU) to another guy in need of ARS with an account in the same bank or even in another one

What he is saying is that banks in Uruguay may have connections with black market exchangers in Buenos Aires which is true. Don't get the wrong idea about " black market" - these are very professional guys in suits in real offices doing bank style KYC etc. Yes, it's a weird set-up. But I don't know how useful that would be for the original poster.

Another option for smaller transactions might be the peer-to-peer platform Airtm
