I have read that many banks and EMIs block accounts when transferring money to exchanges like Binance.

the fastest procedure from a physical bank to Binance without having problems.
what steps do you recommend?

It depends on which EMI you use and which bank you use, it has been seen that both can work fine.

For instant Spectrocoin, Bankera, Payeer and genome are all fine with crypto.

For banks you want to look into Dukascopy

Furthermore you want to Google search the forum as per below:

Does Payeer provide an EUR IBAN for SEPA payments IN/OUT with Binance? (Banned by Wise and insanely priced by Dukascopy)
For what I see in their website they seem more like a crypto wallet.

Simplex works with many exchanges and now provides EUR IBAN account as well: Simplex Banking

Incoming transfers are free, outgoing transfers are 5 EUR per transfer.

Important to note that it depends where you are banking from. While it may be easy to open an EMI, some do not accept SWIFT wire payments (from non-EU countries), only accepting SEPA. Problems arise when one needs to get the money into the account after the actual account has been opened.
