There’s no path from student visa to green⁣ card. The only way is from student visa to being exceptionally good at what you⁢ do and finding a company willing yo go through the pain with the department of︀ labor of getting you an H1 then a million years later getting a green card.︁ This option is however dead since the Trump presidency. Another option is being some sort︂ of genius who can benefit the country or a top notch athlete who will probably︃ be a world champion and get an EB1. The easiest way is marriage. So your︄ friends might have lied to you lol
 
The exit tax is not for everyone: only⁣ those who had salaries of almost $200k/year in the last 5 years or those who⁢ have a net worth of $2M (Expatriation tax | Internal Revenue Service).

Also, the amount to be paid is capital gains with an exclusion amount of $821,000.

In other words, even if you have a 3M portfolio, it might not apply to you︀ if capital gains fall below $821,000.

Even if those people you knew ignored this, the︁ IRS probably checked their numbers and saw they didn't owe anything anyways.

I should have foreseen how this would cause confusion to those who are unfamiliar⁢ with "Casus omissus pro omisso habendus est." That's NOT what I meant.

This is a very normal anachronistic misunderstanding, but I am referring in my writings︃ to the graduating classes between the years of the early '80s and late '90s, especially︄ the STEM students from the TOP 100 Colleges who graduated with a Cum Laude or︅ above. I knew a "few guys" from the old guard in the︌ '80s and '90s (who already passed away 😉 ) who NEVER paid a single dime to︍ anyone. I can tell you from going to trial in Federal Court and State courts︎ that NOBODY knows anything unless someone "sings", i.e., an informant carrying the prosecution.

In theory, you could be⁠ correct, but in practice, things don't work so smoothly. The agents have qualified immunity. They⁤ can claim and do anything they want. That's my point. This is NOT limited to⁣ the US, either. As I mentioned here

I would look into Bulgaria and⁠ Portugal or even Switzerland which can be a little expensive with kids.

Yes, Bulgaria is a rational choice if you don't⁤ want to spend a fortune and live in Europe. Switzerland is also good if money⁣ is not an issue.
