There are indeed some changes in the legislation. Its not anymore 100% tax free.

It's not what you're looking for now but Russia has a 13% flat rate. Moscow is (in my opinion) the greatest city on Earth pre-war and, having been there a few times since the war began, still one of the best. If it weren't for these temporary difficulties I'd say it is perfect for your purposes. You can still bank with Raiffeisen there and there are dozens of rubles to crypto services in Moscow that all the Russians who are traveling regularly use.
I know of two dudes who moved from Dubai to Moscow this year and they are both︀ happy. They are back in Dubai now tho as winter is brutal there.

Yes; as a Russian speaker you would be completely fine in Bulgaria. You could read anything immediately and Russian and Bulgarian are similar languages, so you can even learn quickly, if you want.

Cost of living for sure. Moscow is not cheap, as in it's not Thailand, but Dubai is considerably more expensive. Moscow also has a more appealing aesthetic, as its got more greenery. Taxes are not outrageously high like a 15% and they get to decide how much they pay themselves.
I haven't lived in Moscow for any extended period so cant compare really but they are happy with their decision. Keep in mind that they don't do winters there.

Maybe Bosnia, 10% tax for companies 14% tax for individuals freelancers with 20% expense counted from revenue you receive to local bank. If you have a US business or Wise etc and debit cards to withdraw on ATM maybe 0% we are not in CRS. Its safe, good food, people.. But its not 1st world country or EU member if that matters to you.
