I doubt that Bhutan government needs 33M (they cannot get another way) to spend for something sensible - as it would be the only excuse to do something like this
or maybe some government expert wanted test the whole process of cashing out through Binance and forgot to switch the units in the "state bitcoin wallet" from bitcoins to sats. 😀 what do I know...
