There are many ways to obtain a visa in the EU with a much smaller budget.
But if you really want a golden visa, Greece seems the best option at the moment.

What would be the most efficient in terms of effort and cost to get at least renewable temporary residence for Schengen?

Greece is expensive and... not the most enticing environment

It depends on your situation, it's different whether you are broke (just enter illegally/as a refugee), a student, a business owner, a skilled professional.
Portugal, Cyprus, Italy, Poland are all easy.

If you just need a Schengen permit you don't have to live in Greece if you don't want.

Or course you don't have to stay but you have to be there at least once in a while and initially to setup. As I just complete a small trip to Athens I have no desire to ever go again

What is a easy option as business owner/investor in say Poland?

Intra-corporate transfer residence permit:

You can enter, reside and work in EU countries as an intra-corporate transferee if you are a manager, specialist or trainee employee. The definitions and conditions of admission are governed by the EU Directive on intra-corporate transfer (Articles 3 and 5 of Directive 2014/66/EU). If you fulfil the conditions, you will be issued an Intra-Corporate Transferee permit.
