It's all depends on the cost and basic of your business. There's someone called him self small business (with only 30-40 workers) But they already use Virtual Company Service.

I have one friend that have a clothing lines. he has 15 workers. do you think he needs virtual office?
 
It depends on his needs and passion. You need to ask him, which is he prefer, selling only from online or start using a company. If he get interested about company, You can suggest him a Virtual Company. It cost cheaper than build a real one.
