USD withdrawal/deposit to Forex/Crypto exchanges via Cyprus bank

i posted a link then i found it was altered

Cex made several changes in meantime. I withdrew money to my account using visa debit card. I had to verify it again by depositing 20 usd. Now it is not working again. But I was able to verify my visa credit card. Maybe it is linked with recent Qatari ban of crypto related bank activities (active from Feb 7 2018, you can search on net).

On the side note, I tried to open individual offshore bank account with several Belize and Cayman Islands banks, but I was rejected by all immediatelly saying that I need to have ties with thise countries (have a company, work there, have realstate or family ties). I need to open company and corporate account. Has anyone succeeded in opening individual offshore account? If so - whith which bank and in which country? I thought it would be possible and easy straightforward process...
