Imagine a city controlled by a mafia that allows local gangs to control certain blocks in exchange for obedience and share of what they collect.
Now couple of the worst gangs decide to form their own organization.

All gangs are bad and evil, but they are the creation of very weak men who are physically NOT conditioned to personally enforce ANYTHING! Some of these men are NOT even elected (OECD), impose tax rules on others, but enjoy tax-free living themselves. They sadly manipulate other useless unproductive stupid men to form a group as their henchmen.
Our current situation is getting worse! I welcome ANY challenge to the original mafia/gang. I︀ hope they eliminate each other!
