Suggest me a Bank Account / EMI

I need a personal Bank account/ EMI with IBAN in one of the following countries‌ which accepts Non-EU resident.
Netherland, Cyprus, Estonia, Finland, Greece, Ireland, Latvia, Luxembourg, Malta, Portugal,‍ Slovenia or Slovakia

I know about Bitsafe but reviews over here about Bitsafe are concerning.⁠
Transferwise doesn't allow me to open an account as I am from India.

The operation⁤ is 100% legal but EMI is still preferred as I wont be parking any funds.⁣
It would be plus point if it allows loading of money using debit/credit card (not⁢ a requirement)

Please provide me some suggestions

Unfortunately, Spectrocoin uses Lithuanian IBAN's. I believe @arjunking was already in contact with me over‌ emails.
