Depends. How long is a piece of string?
How big is the forum? Where is the member base from? What underlying software and specifications do you need? Are you technically able to manage every single aspect yourself or do you need a managed service? What attracted you to these two and which of their packages?

Is so cheap that they don't even have a SSL certificate on their website
