Selling digital-only goods to US market - where to incorporate? High-risk

So I am able to incorporate in either jurisdiction

Predominantly want to sell digital vouchers to the US market/in USD. This is considered to be a high risk merchant category. Looking to avoid maximum taxes as well.

1. Should I incorporate in EU somewhere?

2. What about somewhere like Dubai? If I incorporate in a favorable jurisdiction do I even need to pay USA taxes? (Do the companies send out 1099-k/tax forms to non US customers?)

3. Any recommendation for fast payment processor set up? I can't wait a few weeks for my account to get set up as I need to process a lot of cards this month!

4. I have already applied with US LLC to two merchants, but am wondering if there is a better alternative in Europe?

5. Prefer not UK since Companies House information is public. I prefer to keep company ownership private from the public (providing to the merchant is fine).
