As long as it is private investments there is no requirement to obtain a license for your Cyprus company.

There is actually a limit of 50 registered investors, there may be exceptions.. Primary it is important that all investors are registered and actually shareholders.

Why is there this limit? I mean can they be changed during a period of 6 months or so?

Limiting the number of investors will definitely mirror the efficiency of the strategies. This technique helps companies focus more on the quality of the product rather than the quantity. Usually, naming it to another account will already make the cut. Offshore service providers can be very flexible when bulk requests are on the line.
 
There are applicable laws that prohabit the operation of a public investment company without a financial license.
