Question about cash/crypto trades

Hello, I've recently heard about the ability to buy Bitcoin or other cryptocurrencies for UNDER spot with cash in Europe.

Where I'm from, if you were to buy cryptocurrency with cash, you would have to pay a significant premium which can be up to 15%.
I've heard from someone that if you know the right people(?) you can purchase Bitcoin or other cryptos at up to a 10% discount in Europe.

Is this true? Can someone verify this or point me in the right direction if it is possible?

Well yes, it is too good to be true. He wasn't offering me the service or tell me where to find it either. He had recently moved to my country and mentioned that that's how it worked back where he lived somewhere in Europe.
 
As Johnny pointed out, you often face the classic gitano bait-and-switch in those dealings. Alternatively, you might encounter sellers who appear to have limited options. Also wise to consider the implications of interacting with such individuals.

I really really doubt it, crypto is incredibly easy to mix or completely erase the source of the original funds.

I'm only asking the question in the first place because the European I met insisted that it was true. Something to do with “the buyer is doing the seller a favour because they don't have to sell to an exchange”

It's a setup. Don't fall for it. Those selling it could later see if you "file those cryptos in your taxes". Two people will sell these cryptos for below market value:
(1) Scammers/robbers (you are the target: GitHub - jlopp/physical-bitcoin-attacks: A list of known attacks against Bitcoin / crypto asset owning entities that occurred in meatspace. )
(2) Tax agents that seized the crypto for free and are using it as bait (The fast & furious-type entrapment: Fast and Furious: Barack Obama's Bloodiest Scandal and Its Shameless Cover-Up )

Look, no one is going to sell you BTC with a 10% discount, if in fact someone claims that, he is firstly a sinti or roma/gypsy and secondly, he is lying to you and you will be scammed.

These same people also offer tempting premium prices +10/+15 to tempt you to go to some 5 star hotel there they will count real cash but will charm you with talk of "big biznis" and before you know it they have replaced your real money bag with a Monopoly money bag. These individuals are specifically based in Italy, Milan/Switzerland, Lugano, Zurich/France, Paris, Spain and even Monaco.


I can tell many stories about these scammers, I've been in this space long enough and I've seen it all. Naive and inexperienced brokers quickly fall for the stories of these gypsies, attracted by the large commission they will receive if they bring them a seller or a buyer depending on what story/roles these gypsies play.

I also brokerage for Non-KYC p2p cash transactions in Bulgaria with a premium rate of +10% and everyone who values their anonymity is aware of the p2p trading. I know people who have never applied KYC in Binance, Kraken, Coinbase, etc... all their entries and exits were p2p transactions. In Bulgaria you can easily exchange up to 500k euros/dollars daily and in general p2p trade in Bulgaria is developing very well, super easy, safe and effective, and above all ANONYMOUS.
