maybe you should apply at least for an estonian licence. I heard that it is very easy to get . Than you can try to get banks and say that you have a licence....

Hi, as Gediminas asked, where's your company based, what's your nationality and tax residency and I have another question which is how legit do you want to do this? Since there are ways to bypass most if not any merchant restrictions but those methods require either coding knowledge or a bit of manpower.
