paypal question - but also for bank account

Paypal is asking me to verify our HK pp account after 3 years of usage. Not sure why now after a lot of money went through.

However speaking to them they need someone in HK to be operating the PP account, ie someone with id/utility bill etc.....

since we dont have that, what other people do in this case?
