Hi, Can i add to paypal bank account who is registered for another name like on paypal? Will be use only for withdraw money.

Basically, yes. Some banks don't accept incoming bank transfers with different names though. Some do, but only for lower amounts. And depending on the country PayPal might be able to do a credit check. This could lead in failing to add that bank account, but PayPal will do it manually then normally.
