Online bank that offers cards for countries outside the EEA

I am interested in an online bank where it accepts payments from Skrill, I want‌ to withdraw these payments with the card of this bank. I do not live in‍ EEA countries and most online banks offer cards only to European and EEA citizens. I⁠ live in Albania and the opportunities are few. if there is any possibility like dukascopy⁤ bank (today announced the closing of the cards) I would be welcome to hear
