Title says, can I open Offshore company with passport from Iran, need to know asap?

Yes it is the right for everyone to open a company so a offshore company‌ however some countries have been blacklisted and boycotted so citizens of such countries can't get‍ a offshore company, however, there are always options.

No it won't, as long as you have a valid passport and a utility bill‌ or anything official that can prove your residential address it is ok.
