Offshore company for website which will sell services, what is the cheapest setup?

I know this has been probably asked million of times, but what is the cheapest way to setup a company between two people that will need to process payments from a website?Delaware?UK? It would be a 2 person company, one guy from Italy and one from UAE

US and UK offer the cheapest options for company setup, but the question is what else you will need. In the US, EIN and SSN add additional expenses, etc.
